The Opportunity

  • The Government of Vietnam was looking to transform its college vocational system to meet the needs of the 21st century economy in partnership with Global Affairs Canada.
  • The program was part of a larger Vietnamese Skills for Employment Project (VSEP), focused on setting up national training centres (TCAM) in the north and south of Vietnam.
  • The transformation from a traditional college system to a modern sustainable market-driven, performance-based, and student-centred college system was a key goal of the new training centre.
  • New approaches and concepts were required based on the college model prevalent in Canada.
  • In addition to national policy changes through the Ministry of Labour and Social Services, there was a desire to train the senior management leaders at colleges across the country.

Our Approach

  • Worked with our key partners at the new TCAM to identify the skills, knowledge and attitudes required by senior management to implement a modern college model.
  • Applied a learner-centred, market-driven, and performance-based approach in program design, program development, and training staff at the TCAM.
  • Developed two-day workshops for Rectors and Vice Rectors of the college system supported by Participant and Facilitator Manuals.
  • Delivered the pilot workshops series for senior management, and training of future facilitators called College Administrative Management (CAM), with sessions on:
    • The Student-Centered College
    • College Strategic Management
    • Curriculum Design
    • Development and Delivery
    • High Performance Team Management
    • College Quality Assurance
    • A Culture of Applied Learning and Innovation
    • Building Community and Employer Relationships
    • College Brand Management
    • College Finance and Resource Management
    • College Operations and Facilities Management
    • Leadership
  • Evaluated effectiveness of delivery and long-term implementation by participants.
  • Supported national policy forums on new approaches to national policies, college system management and growth across the country.
  • Provided Rectors and other senior academic leaders with tools, templates, methodologies, and skills to bring a global and Canadian responsive approach to program development, delivery, and continuous improvement.

Partner Outcomes and Success

  • Training Manuals for all workshops were designed and developed for facilitators and participants.
  • Pilot workshops were delivered in north and south Vietnam with 240 participating in the first year.
  • Workshop facilitators were provided with training.
  • Senior management from more than 150 colleges in Vietnam participated in the training workshops.
  • National policy changes were implemented, providing more autonomy and self-direction to colleges.
  • Additional partnerships were developed with participating colleges.
